General Manager’s Office
Provides support to the General Manager regarding the overall performance and operation of the District. Gives assistance concerning the prevailing policy and other information relevant to analysis and evaluation of the agency’s operation. Performs researches and data gathering in aide of providing facts which is of help to the General Manager’s decision-making.
Engineering Division
Plans and designs future developments and expansion programs. Surveys possible improvement in current system. Analyzes and evaluates the adequacy and efficiency of water facilities. Inspect, updates and supervises on-going projects ensuring design standards and specifications are carefully followed. Accurately estimates the bill of materials required in the project to minimize wastage of resources. Keep reliable and systematic records and updates maps, files and other documents. Provides technical assistance and information on water distribution and hydrology.
Finance Division
The Finance function comprises activities related to securing monetary resources at favorable prices and allocation of those resources throughout the organization. It has the responsibility for preparing the financial statements including the income statement and balance sheet. It also supplies cost data on labor, materials and overhead. It keeps track of receivables, payables and insurance costs and prepares tax statements for the firm. Also in-charged with procurement, shipping and receiving of supplies, and equipment including evaluation for quality, reliability, service, price and ability to adjust to changing demand.
Production Division
Determines present and future water requirements, keeping track of water demand, supply and consumption. Schedules operation and maintenance of pumping equipment, chlorinator, stand-by power generating sets, storage tanks and reservoirs and pumphouses. Conducts routine and periodic water samplings at representative points in the water system for sanitary purposes that includes bacteriological, chlorine residual, physical and chemical tests. Ensures to provide and maintain adequate production of domestic water that is safe and potable.
Commercial Division
The marketing arm of the organization. Compose of main functions namely Meter Reading, Billing and Collection. Work cycle starts from reading of water meters, preparation and delivering of water bills to concessionaires as scheduled. Collects payment ensuring 100% accuracy. Maintains accurate customer records and reports. Attends and entertains concessionaire complaints and inquiries.
Construction & Maintenance Division
Attends to the maintenance of the general plant. Ensures that all vehicles, equipment and machinery are in good working condition so as not to interrupt service and work flow. Undertakes all construction projects according to CCWD and Engineering standards. Ensures an efficient flow of water system by constantly monitoring leaks, performing valve exercises, blow-off hoses, hydraulic testing, repairing and replacing worn-out pipes and appurtenances regularly. Performs disconnection, reconnection, meter change and all matters regarding water meters, meter maintenance services, system correction and overall maintenance of water lines to minimize unaccounted water and optimize consumption.
Administrative Division
Concerned with selection, recruitment, training and development of personnel, labor relations, contract negotiations, wage and salary administration, assisting in manpower projections and ensuring the health and safety of employees. Responsible for building and maintaining a positive public image of the organization. Performs the general maintenance and repair of equipment, building and grounds, airconditioning, removing of waste, parking and security.
Management Information Systems Division
Program development, information management and computerization. Handles, maintains and operates computers and other electronic equipment. Analyses and evaluates the system for purposes of work simplification and methods improvement.
